Rusting washers

Spring has sprung...I was changing my anodes and noticed the flat washers on my brackets were rusting. Shouldn't they be stainless? Maybe the dissimilar metals is causing it? Should I take the nuts off and replace the washers? If so is there a certain torque for reinstall or just use the grunt factor?

They are a non corrosive alloy, best to replace them. Torque to 31 ft lbs.
