115 Yammy can't get it to idel for very long

I have just done a good cleaning of the carbs put them back to gether and it is running at idel for a short time and the and then shuts down. Should I try to set the idel when the motor is in the water or is it ok to do with just the boot on? My thinking is that it needs more back preasure.

Yes, It has to be in the water to adjust carbs.

Did you do the sync and link procedure after reinstalling the carbs along with the adjusting of the pilot screws according to the factory settings for the starting point?
