Power Trim Problem

I have a older 70hp Yamaha outboard and the power trim has played up since I got it several years ago. The trim motor makes a noise when the button is pressed on the control remote (up and down) however the leg doesn't move (the rams don't move either when the leg is locked up). I have checked the oil level is ok (and not milky) and can not see any leaks.

If the electric trim motor runs but doesn't trim up then it could be low on fluid, air in system or a problem inside trim unit. Could be bad valves, bad gear pump or any number of things wrong inside trim unit.
