Can this Yamaha outboard (C85TLRS)be refitted with a variable ratio oiler like newer models have? I am tired of mixing oil with the fuel.

Not really. There's a lot of little parts that are different between the two motors. When you repower just get one that has the Precision Blend system on it already. I don't know why people buy those manual mix motors anyway except to save a few bucks up front.
