After finally getting with Bobby I was testing the motor wrong.
For rookies such as myself. When testing a trim motor follow these steps for two wire lead trim motor test:
1: Buy a Clymer Yamaha Shop Manual! I got mine in today and it is invaluable.
It is so detailed it instructs on how to test the relay in about three different test. But, I will stick around because there is a ton of info on this site.
2: Do not ground your motor with a ground wire then test blue or green. Your motor should have a 2 wire trim motor, only a blue and green wire coming out of motor. If this is true then remove trim motor wires from trim relay and connect blue wire positive post on a 12 volt battery and connect green wire to negative battery post, motor should run. Reverse the leads(blue to negative and green to positive) and motor should run in opposite direction.
