04 150TLRC 2 stroke issues

I am having idling issues(drops to 500) when put into gear. Ive changed spark plugs, fuel/water seperator, filter on motor, and decarbed the motor with seafoam in the water seperator filter. After i put the new spark plugs in, I ran the motor on the muffs for a little bit, pulled the spark plugs back out and they were black again. I went out last night after I decarbed the motor and it seemed a little better, it never stalled. It runs great on muffs, but when i put in water it acts like it wants to stall. It also runs great above 1000 rpms. What should I do next?

Probably need to clean and sync carbs.
