lowr casing cap

I have a 99 9.9 high thrust bought last year used this year lower casing cap broke off at screws assuming water in lower unit no gear lube left. question would you just replace casing cap and put new seal kit in upper and lower. bearings seem fine. unknown where leaking. any sugestions would be appreciated.Easy job or tough ?

Inspect it for water damage, rusted parts and bearing damage from lack of lubrication. If all ok, should be ok to reseal and put back togather.
