1995 -175hp two stroke: High Idle

I just transferred a 175hp from an old boat. Everything seems okay, except the engine is now idling high. I adjusted the linkage at the motor end of the cable all the way, but it's still high. I can adjust the throttle lever on the motor by hand, but that won't work underway. Is there another adjustment? Is there an adjustment on the control box (type 703)? What should I try next?

Remove control box and adjust cable end on throttle cable at control box.

I replaced the cable. Works like a champ.
