What is this tube?

I have a small tube that sits on the front of my 60 hp yam engine.

It is just below the cowl and above the steering.

When the boat is going at higher speeds water comes out of this tube and into the boat.

I do not know what it is. I guess it has to do with speed control or guage.

Can someone tell me what it is and how to stop water from coming into the boat.

Yes it the water pickup for the speedo !
If you have a look on the front leading edge a part way up from the skeg there is a small hole this is where the water gets in to pressurize the tube !There is possibly a join in the tube about where the steering shaft is i just disconnected mine there for that very reason of not wanting water to come in the boat . also it hardly never gets flushed out so a place for salt build up and eventually block !
