Yamaha 6hp water was not circulating

I have a 84 Yamaha 6hp that water is not circulating through the motor and coming out the pee hole. I replaced the impeller. (The other one was not intact) It still did not pee. I then took off the power head and it did not look like water is even making it up there. I have also blew air throughout it and it always comes out.

Any advice on what i can do/try would be greatly appreciated!

If no water getting to powerhead then there still is a problem with water pump or water tube.
