1997 40ejrv questions

Can someone tell me if the 40ejrv is 40 hp at the jet or at the powerhead?
Also was or is there a tiller kit available for this motor and if so does anyone have a part number?

It's 40hp at prop with prop drive gearcase and 28hp at jet with jet drive. The part number for tiller handle kit is 63D-W0086-Z0-4D but is no longer available.
