Why does Carb Float valve keep sticking ?

9.9 motor.. Carb has been dealer cleaned and valve replaced twice by me but the needle valve keeps sticking closed making it impossible to start.
Fuel has Stabilizer and starbrite. I have taken to running out fuel and draining carb bowl..to try to prevent. Any ideas why this keeps happening ?? I guess it is possible that priming is forcing the float up and causing the sticking.. I am at a loss.. Boat sits for perhaps 2 weeks before trying to restart

did they use a new needle and seat??

I just put in a new needle.. I did not know you could put in a new seat.. Is that part of the standard carb kit ??

I don't know what dealer did when he rebuilt.. But I will do it myself from now on.
