fuel sludge

On the bottom of my fuel separator, I found a 1/2 inch of sludge. When it dries out, it turns into a grey powder. I have Star-tron gas additive in the tank. Is this a by-product of that? The tank is only 3 yrs old. I can't see crud being on the bottom of it.
Any ideas?

from what i read the new e-10 gas creates this by mixing with non e-10 and/or cleaning the insides of fuel tanks.
