help 2005 yamaha 90 2 stroke

i have a 2005 yamaha 90 horse 2 stroke that is pushing fuel out the top carb,
it's like pulsing from only that carb,fills the flame arrester box with fuel and floods the other carbs, i took it off and toke the bowl off,it's all clean, could
this be a reed valve problem?
flame box on 7-8 mph....box off 30 mph on a fiberglass center console.
also i put new plugs in and new fuel filter/water seperator

Need to remove and clean carbs, float valve is not seating.

ok, i pulled the top carb,the one that is pulsing....pull the needle and seat..nothing there,no crap,it's clean,when the motor is not running there is no fuel coming out,if you blow through the fuel inlet and raise the float with your finger it you can no longer blow through it.....when the motor is running the top carb has a fine mist blow out of it,and the motor is real boggy. i can pump the primer ball till it's tight and not force fuel past the needle and seat.
