frozen? 115 2 stroke

I have a 115 2 stroke that is frozen. Previous owner said it was from a water pump that wasn't working. This is a premix motor so oil had been used. I am trying to figure out how to determine the problem. the heads were removed and I tried to move the cylinders with a large wrench after spraying Kroil inside. No luck... do I need a new powerhead? if so are those easy to install since I can't afford a new motor.

Sounds like a new powerhead is the best way to go.
