Yamaha 703 control

I have just picked up a 92' pontoon with a yamaha 115hp outboard and a 703 control. My problem is that I don't seem to be getting any spark on any of the plugs. I noticed that the control has an emergency switch below the ignition switch with a diagram showing what I think is some sort of wire that is supposed to be connect to it. My doesn't have one and I am wondering if I do in fact need to have something on there. Any help would be appreciated.

It is a saftey kill switch.
Red coiled bungee with a clip that slides underneath the "button"

I am sure someone here know the part number or search google for
kill switch lanyard 703 control.
