First time out this season and overheat alarm came on and determined that no water is flowing thru port head. Pee stream solid. Other head you can put your hand on it. PRV stuck? Any other leads?

Impossible to tell from behind a keyboard, if you are absolutely sure it's dry, then you will have to just work your way through it, either top to bottom, or bottom to top, there is two thermostats on that motor I think?? Seeing as it was OK last time you used it, could be a possible nest built by insects, mice or anything else maybe.

If you have total blockage I doubt white vinegar is mean enough to clear it.
Are you sure there is zero water in that head while running? If so, time to take it apart. Not going to be fun with an '89 model. Buy whatever kit you will need to drill out broken bolts. Google it. Take your time.
You could verify by removing stat cover and stat and running the motor briefly to see if any water pours out of the passage. On muffs of course to avoid spraying salt water all over the engine.
