replace bolt, clamp bracket?

I have 1997 Yamaha 90HP outboard. The steering has froze up on me. After inspection I noticed that the grease nipples are packed with salt and the clamp bracket bolt has started to disentigrate. How do I remove the clamp bracket bolt? I removed the nuts on either side of the bracket(outside) and the grease nipples, but I can't tell if there are more pieces holding it in place.

Remove the nut on tilt tube ( where the steering cable goes) and all the bolts that hold it to power trim unit
