Tilt motor up- Primer bulb question

O.K., a simple question....1999 C90 motor....Whenever I tilt the motor up would it make sense that it may require pumping the primer bulb a few times to help restarting, since maybe the fuel level in the float chamber has become lower?....I've noticed at times that my motor doesn't give it's almost instant starts after stopping/tilting....

If the ease of starting is different after the motor has been tilted up than it is if the motor is left down, and pumping the primer ball before the start helps with the problem, then yes, it makes sense.
