the ONLY reason an outboard needs a primer bulb and your car does not is simple.
you rarely park your car nose down tailpipe up.
the ONLY time a fuel system primer is NEEDED on an outboard is to refill the fuel system(prime it) after storage,standing a carbed motor on its nose or after system service.
it is also why you don't see fuel system primers in sterndrive or inboard applications.
my guess is either the poster still has an issue or he had an airleak at the primer OR the check valves in the primer failed and shut off fuel flow.
the old OMC bulbs with the yellow ends were notorious fot that.
some of the cheapo aftermarket stuff is as well.
