99pro v 150 water pump problems

I have a 99 pro v 150 that I have replaced the water pump on and I'm not getting suck shune.i have put the muffs on it and is not getting water .i pulled the lower unit agin and took a water hose to the water tube going to the power head and water comes out like it it should ,pulled the pump agin and the impeller looks fine.i then put it back together and put the muffs on it and yet the same thing fire the motor up and all I get is steam out the pee hose and then the alarm goes off from starting to get to hot so I am lost looking for ideas

two things come to mind.
1 is the pressure control valve is stuck.
2 is the rubber damper under the water pump wear plate is lifting the plate allowing the pump to suck air.

it could also be your supply pressure is simply to low.
