40hp 2 cycle surging at WOT

Yamaha 40 hp, 2 cycle, model C40TLRV, surging off and on, at WOP, runs fine at half throttle. Any advice appreciated.

I found the jets drilled out on my C40 that caused high speed missing.

But maybe check your fuel pump,coils, plugs, plug wires, air leak in fuel lines , etc.
