Yamaha f150xa 2013. Can some one verify if part 6R3-24377-10-00 is connecting the fuel line after the primer bulb to the engine? If so I would think this can cause problems clogging leading to fuel starvation

Everything that is used in a fuel supply problem can lead to a fuel flow restriction.
You can verify where the part is used on your own.
Click on the Buy Yamaha Outboard Parts link at the top of the page. Plug in the part number in the applicable search box. It will take you to the part. Then click on the part to open the "where used" box. It will take you to the illustration where the part is used.

you should not be pumping that kind of debris thru the fuel system

Looks like it's (part #2) a connector for the fuel line. Part # 1 is a dampener as well. As Yamaha has it designed into the system, I'd think it's best to run it as designed..
Are you having fueling issues?
