To have power trim and tilt you will need to install one of these between the boat and the motor:

CMC PT-35 Tilt and Trim for up to 35 HP | CMC Marine

Can an F20 with no Yamaha power tilt be converted to Yamaha power tilt? Absolutely.

Now will it be cost effective? Probably not.

Note that the F20 never has come from Yamaha with power trim and tilt. Some has power tilt only whereas others were manual tilt.
