pee hole question

Hi, I changed out the water pump 2 years ago on my 2002SX150B. When I took it apart it looked ok but the water was not coming out of the pee hole. When i rebuilt it everything seemed to work fine until this year when I got it out of storage. I have tried everything, from taking it to the boat ramp and running it, blowing out the pee hole back to where it connects the metal box what ever that is? Can anyone tell me what that box is? Could this be some sort of thermostat thats not opening? I know 4 strokes have thermostats and how they work but what about 2 strokes? I know engines but when it comes to 2 strokes I'm lost! Can anyone come up with a suggestion before I pull the lower unit?

Maybe try running a section of monofilament fishing or weed eater line as far as possible into the pee hole with the motor running.....
