It is a good idea to lay off the weed if driving a boat or a automobile.
Not an easy task answering your questions when no one but you knows what motor and gauges you are speaking about.
But most if not all the Yamaha outboard motors have a small orifice on the leading edge of the lower unit that can get plugged with debris if that is what you are asking about
Also if the lower unit has been off then the speedo tube could have been disconnected and not reconnected. On the 2.6L motors you can see this tube running up the front and is exposed with a fitting / tie wraps around the above the lower unit where it has transitioned into the mid section. Something quick and easy to check. More info would be great though as this is just a stab in the dark...
