Single stuck tilt Ram on 225

Hello all - recently purchased boat with 2017 Yamaha 225 with around 100 hours on it. Trim worked fine for first few weeks but now it won’t go down all the way. Hydraulic motor is fine. Problem is one of the Rams appears to be stuck in the up position. Any recommendations? Thanks!

With the engine tilted all the way up and support the engine with the "swivel bracket" (just below the power head).

Should be a a round knob on the T&T unit, that holds excess fluid. Remove that and check the level of the fluid.
Fluid should be to the top with ALL rams/shafts extended..
