Could a bad fuel pump cause hard starting and dying at low idle as in idling towards the dock. other than that motor runs perfectly fine. thanks for your input

most shops do not rebuild them because their labor charge is so high, they can just replace it cheaper.

You can take yours apart and see if you find a problem, just a few bolts to take it apart.
but my guess would be a problem inside then carbs if compression, spark ,and timing are good
