25 HP Stroke Shift Shaft- broken

So this afternoon I trike replacing my water pump on my 07 25MHS outboard. I did the water pump change but when I tried to hook up th shift shaft, the shaft is now just floating and does not appear to be connected to the "cam" end under neath the power head. The only thing I can think of is when I tried to ondo the conecting but, it was named and as I turned it it popped out at the top. Does anyone know how to fix this issue? do I need to pull the whole power head to get to it?

I have a feeling something got broken, and all of the motors I have dealt with need the powerhead removed to get to that area to even see what has happened

Buy a service manual. It will have instructions.
