1990 115 yamaha overheating

Hey guys,
I'm having a problem with overheating. I think its the head cover gaskets because they are torn and broken. Could that cause the engine to overheat? The engine has just been rebuilt with new head and base plate gaskets. Tstats have been removed and no water is getting to those ports.

who put torn and broken gaskets on the motor?
Are they leaking water?

Sounds like someone did not do a very good job.

Water pump kit and housing may be needed if it is not pumping water up into the power head
