40 hp no power

I have a 1999 40 HP 4 stroke outboard. I had aYamaha dealer rebuild carbs and tune up motor. The engine has no power when in lake. Out of water the engine runs norman revs up and idles . Put it in the water and it just doesn't want to rev up. Boat won't get up on plane with one person in it. Does any one have any suppositions.
