I have a 1999 40 horse 2 cycle that won't start cold unless you use the emergency start lever, then it starts fine for the rest of the day. I have power to the prime start assy when cranking and took the assy off and applied direct 12v to it and nothing happens. Is it supposed to act like a solenoid and open or close when power applied? Any help would be greatly appreciated

Depends on how you are trying to start the motor when cold
pump primer bulb until firm, just turn the key for a few seconds without opening fast idle lever, , and repeat the turn of key if needed.
Should start with 2 or 3 3-5 second turns of key.
