2004 40 tlrc

New to me - We bought a skiff that has yamaha 40 TLRC with tiller handle. I've had several tillers in past, this one does not have any tension settings for the steering. Very loose and turns side to side easy, a bit dangerous when up and moving. I'm betting it was converted from a remote station engine some time in the past. What do I need to make the tension a bit more firm?
