High voltage 1999 yamaha 90hp ob

My depth finder consistantly shows that my 90hp is pushing 15+ volts. With my lights, baitwell, and everything else turned on, I can somewhat control it. Do I need a new voltage regulator, and if so, is it difficult to replace? I'm pretty handy mechanically - but not electrically...

Side note - i had the VR replaced awhile back, and the problem seemed to go away for a short while. Is there possibly some other larger issue that can smoke these voltage reg's?

15 volts is normal. It is not a fully regulated charging system.
