Need some basic help with fixing my choke on 9.9 4 stroke

I bought a 2006 yamaha 4 stroke 9.9 kicker that the guy said needs a new carb since one of the connecting pins broke and they dont sell them. I managed to find the actual pin for sale I just dont really understand what i need to remove to get it out, im still fairly new working on outboards and id appreciate some help.
The #13 pin is broke on this diagram, im not sure how to remove the #14 grommet to get it out, some direction of where to start would be greatly appreciated.

# 13 seems to be a choke knob not a pin.

I would think if it is broke then it is not still in the grommet.
looking at the grommet, it looks like you have to squeeze those tabs together on the back side and pull the grommet out the front
