belt tentioner adjustment

What is the procedure for adjusting the timing belt tentioner on my 2001 115 four stroke? It has a spring on it that makes me think it is free to keep tention on the belt all the time. But when I tighten the bolt that holds it in place it will not move to let spring be free to hold belt tention.

its not an automatic tensioner.
loosen the pivot bolt,gently turn the flywheel a couple degrees in its normal rotation to take up the slack.
torque the pivot bolt and move along to other stuff.
