Losing power (rpms)

I have a 2007 Yamaha 225 4 stroke that is losing power when I give it full acceleration. Starts great, idols great, and at lower rpm's seems to run fine. However when I give it full throttle it bogs down, tries to take off, then bogs back down. Repeats the process while at full throttle. Am I looking at a spark plug issue? Fuel filter? New to the forum so any help is welcome.

most likely the filter in the VST or just above,or both have clogged.
