tack not working

have a 90 4stroke TLR tack quit working ordered a new tack it does not work
# on the tack are set in the right place all wires hooked up ran scan on motor every thing ok no codes volts good checked the 4 wire harness with a meter it is ok give me some guidance please

tach signal comes through the main wire harness to the key switch, there is a tag end of wires coming off the key switch, the green wire is the tach lead. the 4 lead harness is the trim/oil harness,
