yamaha streeing bolt

hi i have a 1989 yamaha 40hp manual tilt engine over the winter the steering has stuck in the bolt thought the engine mount can you change this bolt where the cable goes though without removing engine or do you have to remove the engine to change the bolt.steering cable has been removed.

You will have to use a hoist to support engine when removing.
