I have '95 twin 130's I was crusing at 4800rpm when the port enging cut back to 3000rpm and was making a slapping noise under the cover. I shut the engine down and came in on one engine. At the landing I cranked the port engine up and still had the slapping sound with cover off and a bad vibration. I gave it a little gas and it popped and sputtered like it had jumped time. could this be a electrical problem like a bad coil, or has this engine blown?

Doesn't sound good - do a compression test to see if you have a blown piston, maybe just a blown head gasket.
If you get past the compression test, take a look at the spark, maybe just a bad coil, but I don't think you would hear a "slapping" noise if one cylinder was not firing from lack of spark.
