My Motor sounds like a car with a dead battery trying to start but the battery's are both fully charged. The starter rattles but will not engage. I replaced the starter and the same thing happens. Any Thoughts would be greatly appreciated! The motor was fogged for storage and turns by hand at prop and fly wheel so I know its not frozen.

have you load tested the batteries, just because they have 12 volts doesnt mean they have the amperage to turn the motor over.. typically when the starter spins but doesnt engage it indicates a low amperage issue, cable ends, loose connections, corroded connections, just plain bad cables..

you need to test for 12V at the starter WHILE trying to crank it.
make SURE you have pulled the stop lanyard while testing.
will require removing the stbd side intake track.
you think it starts with a bang normally?
you out to be there when it starts with the intake off .
