Water Pump kit for 1992 Pro 60

I am having problems with overheating at idle and *****ing speeds. I have replaced the impellar as well as all the other components in the water pump. But I still am running hot. I looked at the water pump kit here on this web site and I see that with the total water pump kit along with the gaskets there is an O-ring. What is the purpose of the O-ring and could I possibly be sucking up air through the O-ring thus overheating. One last tid bit of info, my tell tale stream seems to be weak when idling and at *****ing speeds. Thanks.

There is not a oring inside water pump, there is one on base to seal in lower unit.
