Motor tilt problem on 200HP

I have a Yamaha 200 hp 2-stroke model 200AET located in Belize. The motor tilt will not lift the motor out of the water or trim the motor. The pump motor sounds like in operates and the oil level is OK.

How do I determine if the issue is in the pump or the lift cylinders. I assume that to service this unit the motor needs to be out of the water and off the boat.

have you checked the manual release screw to make sure it is closed properly?

You might try opening the manual release, lifting the motor by hand or lifting device, closing the screw, and then see if it will lower using T&T motor just to see if that works or not also
