Yamaha 50 2 cycle oil system

I have a 2007 Yamaha 50-TLR 2 cycle out board engine. Usually when oil is added to the internal oil reservoir the oil seeks a common level across the reservoir. As oil was added recently, 4 vertical columns or baffles appeared in the reservoir and the added oil flowed only into columns 2 and 4. I can't get oil into columns 1 and 3, and 3 is where the oil sensor is located. I'm afraid to start the engine in this condition. Can anyone explain what is happening and how to correct the situation? Additionally, will the oil senor prevent the engine from starting if no oil is detected?

There are no baffles in oil tank, need to remove tank and drain to see what is happening.
