Mounting Hole Numbering System

I recently saw a Yamaha performance test for my boat. It indicated that the motor was mounted on hole #3. My current installation is #2 from the top or #3 from the bottom. I'm trying to figure out if the holes are numbered 1 to 4 starting at the top or 1 to 4 starting at the bottom.

#1 is the uppermost hole but the lowest position for the motor

#4 is the bottommost hole and the hightest position for the motor
