Electric choke- 1988 70hp

Have owned this motor for two years, choke rarely ever works from the 703 control, and am hoping to get it consistent. Any thoughts as to where to start? Not a huge issue, as the manual switch can be reached from the operators seat, just one of those who likes everything to work.

Check for 12 volts at blue wire on choke solenoid when choke switch is activated, check adjustment to see if chokes are fully closing when choke activated.
