Sounds like maybe saltwater got inside that mechanism and locked it up with corrosion...try spraying with penetrating oil like PB Blaster or similar. Can't use much, if any, heat there...but Loctite Cold Release(Autozone) might be worth a try. Last case would be to drill out fasteners, remove latch and cowl, replace fasteners with stainless bolts. Replacement cowls are expensive$$$, so do all you can to save it! Good Luck!
