Rpm fluctuate

Yamaha z200 Hdpi 2004 I thought it was caveating but in calm water the revs do not hold steady it will increase and then drop back to where the control is set, this happens continuously and not only at certain times ?

typical of a fuel issue.
check both the medium pressure output and the high pressure output at the same time at the problem RPM and load.
