V200 TLRW 1998 Tilt & Trim

First post! Thanks in advance for the help!

The trim cylinders were leaking so I replaced them. Ever since then the tilt cylinder is spongy, (Obviously air). No matter what I do I cannot get the air out. I was going to remove the tilt cylinder and replace the o-rings and refill the fluid to remove the air.
Do they still make the spanner wrench for this and where can I get it. Tried other ways but with no luck!!??
Any other suggestions would be appreciated!

tilt the engine up, fill oil (just so it start dripping)

then lower the engine with the manual screw on the right side of the bracket(there is a symbol)

tilt up the engine and do the same procedure 2-3 times.
