C75TLRX Tilt/trim problem

I have a '99 2 stroke 75hp Yamaha that the outboard and the trim is stuck completely up. I can hear the trim motor running but it doesn't move any. I have tried hitting the up trim button also but no luck. And yes I checked the stop levers to triple check that they weren't engaged.

Any ideas? I couldn't get the release screw opened up yet, about to go work on that some more. Have a trip that was planned for later today that might get cancelled because of this. Any help is appreciated, thanks!

Top off with trim fluid and open manual release screw and allow to go all the way down, raise back up by hand and fill with fluid.
